Completed in 1912, the architectural style is neoclassical, combining the architectural features of the Far East. During the Second World War, it was requisitioned by the Japanese army as the military police headquarters. After the war, with the relocation of the Hong Kong Legislative Council, the building was handed over to the judiciary and changed to the Hong Kong Court of Final Appeal.

Born and raised in Hong Kong in 1985, CHEUNG Yiu-hong has been practicing western art with his mentor Mr. HU kai-ping, the renowned artist in Taiwan. CHEUNG's artworks represent the artist's desire to continuously feel and explore the world. By observing things in his community as families, friends and the nature, he interacts with his paintings and tries to express their rhythm. CHEUNG usually applies impasto and strong brush strokes on his artworks. His artworks are raw yet direct, reflecting his craving for art.
